Vasily Daugaliou, chairman of the Brest Regional Executive Committee, and Boris Batura, chairman of the Mogilyov Regional executive Committee have become the first to be appointed by Aleksandr Lukashenko to the Council of the Republic (the upper house of the Belarusian National Assembly).An edict to this effect was signed by Belarus' chief of state on November 24. The ongoing upper house election is not a general vote. Under the Constitution, the president appoints eight members of the 64-seat Council of the Republic. The rest are elected jointly by local executive and representative authorities. The country's six regions and the capital Minsk each hold eight seats in the upper house.
