Ural Latypov, head of the Presidential Administration, on March 9 introduced Konstantin Sumar, the newly appointed chairman of the Brest Regional Executive Committee, to the managers of the region's major industrial enterprises. The Brest Regional Soviet is expected to hold a special session within the next few days to consider approving Mr. Sumar's appointment. The decision to replace Vasily Dolgolyov is aimed at giving an impetus to the development of the Brest region through more efficient personnel management practices, Mr. Latypov explained. The newly appointed governor promised to avoid hasty decisions regarding the regional government's staff. However, there is speculation that the new appointment will entail a reshuffle inside the regional government. Some regional officials link Mr. Dolgolyov's replacement to certain irregularities allegedly discovered by the regional department of the State Control Committee and reported to the central government. This may be the reason behind the recent resignation of the first deputy chairman of the Brest Regional Executive Committee, Eduard Sokolov. Mr. Latypov expressed confidence that Mr. Dolgolyov's potential and energy would prove useful in his new capacity as the Belarusian president's representative to Russia. Mr. Dolgolyov was appointed to head the Brest regional government in 2000 instead of Vladimir Zalomai, who was named Belarus' representative in Russia's Kaliningrad province. It was rumored in Brest since late 2003 that Mr. Dolgolyov would soon be transferred to a job in Moscow.
